Summary This position is located in Grand Canyon National Park, in the Facility Management Division, North Rim duty station. Responsibilities Major Duties: Prepare and monitor an annual operating budget for maintenance and operation of buildings and quarters at the North Rim, and Tuweep. Supervise carpentry trade worker(s) in the construction, alteration, modification or repair of a wide range of features in buildings. Supervises plumbers tasked with installation, modification and repair of new and existing utility, supply, and disposal systems and equipment such as sewage, water, oil, and gas distribution systems and water closets, tubs, fire sprinkler systems, and showers. Supervises HVAC operational, maintenance and construction activities. Ensures staff perform scheduled preventative maintenance work on HVAC equipment. Oversees the placement of finishes on a variety of interior and exterior surfaces of offices, buildings, other structures, and equipment. Supervises all painting, varnishing, etc. functions to include marbling, graining, speckling, tinting, and toning of paint, and matching existing colors. North Rim Area Information: The North Rim District is situated on the rim of the Grand Canyon amidst the vast public lands of the Arizona Strip. It is about 20 miles from the South Rim by a strenuous hike through the Grand Canyon or a 215 mile drive which takes approximately 4 hours. The nearest community with full range of services is located in Kanab, UT approximately 80 miles from the North Rim. The elevation on the North Rim is about 8,200 feet and consequently the climate in the summer is mild with highs in the 80's and lows in the 50's. Between May 15 and October 15 the North Rim receives approximately 500,000 visitors. The North Rim has a robust concession operation which features a historic full service lodge with accommodations serving around 500 visitors, 230 concession employees, a general store, post office, mule ride concession, gas station, campground, etc. Beyond the North Rim Village the district has about 20 miles of paved scenic roads, 80 miles of high clearance 4 wheel drive roads, and hundreds of miles of trails/routes including immediate access to the North Kaibab Trail/cross-canyon corridor. Recreational opportunities include hiking, running, climbing, canyoneering, rafting, road/mountain biking, skiing, and numerous other options in nearby communities such as St. George, Utah and Page, Arizona. Zion National Park, Glen Canyon National Recreation Area, Vermillion Cliffs National Monument, and Grand Staircase-Escalante National Monument are all within a half day drive. Employees are assigned quarters, possibly in a cabin, apartment, or house. Requirements Conditions of Employment U.S. Citizenship required. Appointment subject to background investigation and favorable adjudication. Meet Selective Service Registration Act requirement for males. Selectee will be required to participate in the Direct Deposit Electronics Funds Transfer Program. You will be required to submit to a drug test and receive a negative drug test result prior to appointment. In addition, this position is subject to random testing for illegal drug use. You will be required to operate a government (or private) motor vehicle as part of your official duties; a valid driver's license is required. You will be required to submit a Motor Vehicle Operator's License and Driving Record. You must also submit (within a State sealed envelope or submitted directly by the State authorities), and at your own expense, all certified driving records from all States that disclose all valid driver's licenses, whether current or past, possessed by you. You will be required to obtain within 1 year of appointment and maintain a Class B CDL. You will be required to wear a uniform and comply with the National Park Service uniform standards. A uniform allowance will be provided. You may be required to work on-call, evenings, weekends, holidays, overtime and shift work. If you are a new employee or supervisor in the Federal government, you will be required to complete a one-year probationary period. You may be required to travel overnight away from home up to 4 nights per month. You must obtain a government charge card for travel purposes. Government Charge Card: You may be required to complete training and obtain/maintain a government charge card with travel and/or purchase authority. Applicants must be at least 18 years old. Qualifications To qualify for this position, you must have sufficient knowledge and ability in the following job-related factors: Ability to Lead or Supervise (SCREEN OUT) The Maintenance Mechanic Supervisor is able to perform the full range of Maintenance Mechanic Supervisor tasks listed under close supervision. The Maintenance Mechanic Supervisor performs duties such as: (1) leading workers in proper trades and labor methods in the maintenance and repair of facilities; (2) instructing others in the plans, blueprints, materials, and tools needed to maintain historic non-residential structures; (3) performing with installation, maintenance, repair and construction work in building maintenance trades, such as carpentry, electrical, plumbing, masonry, HVAC, roofing and/or painting; (4) complying with safety program directives to ensure a safe work environment. Physical Demands: A typical schedule would find the incumbent directing major and minor building repairs, preserving historic structures, snow removal operations, emergency response, acting as contracting officer's representative on complex new projects, repairs, and rehabilitation on historically significant park features, etc. Incumbent supervises complex maintenance and construction programs involving a large and culturally diverse group of employees. Functions and skills include, but are not limited to: - Historic and modem buildings and structures maintenance and repair - Construction and repair of wet and dry-laid retaining walls - Inner-Canyon maintenance and repair - Heavy equipment operations - Hand and mechanized tool operations Working Conditions: The Maintenance Mechanic Supervisor supervises a work force that is spread over a large and diverse park area. The incumbent is sometimes required to travel to remote job sites. The program operates in a broad, topographically diverse, geographic area consisting of more than 1.2 million acres, with elevations ranging from 2,200 to 8,000 feet. Terrain requires movement of people and supplies by helicopter, mule, river raft, motor vehicle and foot. Construction and maintenance are performed throughout the year. Project duration may be from one day to six months and involve a variety of trade skills. Employees work a variety of schedules, including a standard of nine (9) days on and five (5) days off schedule, but emergencies may dictate continuous work of up to 30 days. Documentation for the Land Management Workforce Flexibility Act (LMWFA) eligibility, submission of ALL SF-50s and performance information for each period of temporary/term employment that qualifies for LMWFA. Performance documentation can be obtained by contacting the supervisors for the positions you served in during your 24 months. If they did not complete performance appraisals ask them to provide a statement of performance for each period of service. The statement must specify the dates for each employment period and your level of performance (dates should match the dates on the SF-50s).
