**Northrop Grumman’s Mission Systems (NGMS)** sector is looking for a **Manager Programs 3** to support the Sensing and Secure Solutions Operating Unit in **Annapolis Junction, MD** . The Program Manager (PM) directs all phases of programs from inception through completion and is responsible for the cost, schedule and technical performance of the program. This role encompasses both internally and externally facing activities and leads program review sessions with customers to discuss cost, schedule, and technical performance. Additionally, this role builds trust and effective working relationships up, down and across customer and Northrop Grumman organizations. In this role, the selected candidate will lead a strategically important program modernizing a critical national security system.
**What You'll Get to Do:**
The PM shall be responsible for the successful cost, schedule, and performance of the contract. Serves as a POC for the Contracting Officer (CO), the Contracting Officer’s Representative (COR), the Government Program Manager, and the Contractor’s senior management. Directly contributes to program efforts in several areas, including cost management/avoidance, schedule estimation and tracking, contract performance management, risk management, contract requirements analysis, and quality assurance activities. Ensures proper performance of tasks necessary to ensure the most efficient and effective execution of the contract. The PM shall use expert communication skills needed to direct the skilled technical resources and report on the technical progress, issues, and problem areas, as well as write and review technical documents.
The PM will lead activities to develop and grow the scope of the program by proposing innovations and enhancements that improve customer mission performance and increase customer satisfaction.
Other Roles and responsibilities:
+ Allocate resources (staffing, facilities, and budgets) on the contract.
+ Review and propose the Integrated Program Baseline (or resource loaded schedule) to the Government.
+ Review and approve all earned value, ETC, Funds and Man-hour Expenditure Report, or other financial reports as appropriate.
+ Review risk and risk mitigation activities and allocate budgets for the same.
+ Prepare program status reviews and other formal reviews to be presented to the Government PM.
+ Review and allocate management reserve within contractual limits.
+ Ensure the timely recruitment and training of program staff – both direct and indirect.
+ Review all financial and technical reports before release to the Government.
+ Ensure cross-discipline integration within the contract to meet Government needs.
+ Communicate issues and solutions to the Government PM in a timely and transparent manner.
+ Ensure compliance with all regulatory and administrative requirements imposed by the contract in coordination with the Contractor’s contracts staff.
+ Assist the Government PM by providing input to statutory acquisition reports and responses to Congressional Questions for the Record (QFRs).
+ Coordinate the preparation of Engineering Change Proposals (ECPs) and value engineering proposals to the Government PM.
+ Provide Contractor input to the Quality Assurance Surveillance Plans reviews or Award Fee reviews, as appropriate.
+ Capture and development capabilities to propose innovative solutions that increase contract value and scope and adding additional task orders.
**Basic Qualifications:**
+ Bachelors Degree and 8 years', Master's Degree and 6 years', or a PhD and 3 year of relevant experience as a program or project manager.
+ Experience managing completion type programs and contracts.
+ Demonstrated experience in conducting requirements analysis, resource allocation, project costing, deliverable tracking, schedule and financial data monitoring, and reporting.
+ Demonstrated experience in the management and control of funds and resources using complex reporting mechanisms such as Earned Value Management.
+ Direct experience in managing multi-task contracts and subcontracts of various types and complexity, as well as experience in leading a multi-vendor environment.
+ Demonstrated experience building trusting relationships both internally and with customers.
+ US Citizenship.
+ Active TS/SCI with Full Scope Polygraph.
**Preferred Qualifications:**
+ Experience with development and capture management to identify innovation solutions enhancing the customer’s mission and growing the contract.
+ Experience developing project managers and junior/deputy program managers.
+ Project Management Institute (PMI) Project Management Professional (PMP) certification.
+ Strong technical background managing and leading activities involving system modelling, agile SW development and continuous development/continuous integration pipelines.
**Salary Range:** $180,600 - $271,000
The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.
Employees may be eligible for a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives.
