Program Summary

KBR Business Development Subject Matter Experts (SMEs) are responsible for independently identifying requirements, formulating strategies and documenting contractor support concepts for military customers CONUS and OCONUS. This includes areas of Transportation, Supply Services, Power Generation, and Vehicle Maintenance. Create project execution plans and developing schedules and guidance for implementation of projects ranging in size and complexity as well as creating organizational structures to perform logistics functions on various projects.

This is a REMOTE position with travel as needed.

Job Summary

The Operations Manager is responsible for independently identifying requirements, formulating strategies, and documenting contractor support concepts for military customers both CONUS and OCONUS. This role involves developing Basis of Estimates for O&M services, including HVAC, Electrical, Plumbing, Carpentry, and water systems, using various estimating methodologies such as Historical, Parametrical, Analytical (Comparisons), and Judgment. The Operations Manager will lead and mentor teams, provide focused technical expertise, and ensure cohesive integration of all O&M functions. Strong leadership and the ability to anticipate customer needs are essential. The role also includes preparing data for graphical representations and developing Statements of Work for subcontracted services.

Roles and Responsibilities

+ Accountable for preliminary or definitive estimates for projects, calculating estimates using processes, labor availability, productivity factors, and material prices based on historical data.

+ Tabulate cost studies and project analysis.

+ Develop technical volumes for O&M operations with other subject matter experts to articulate technical solutions in an easy-to-understand narrative.

+ Provide guidance to SMEs, subcontractors, and other writers/editors as required.

+ Create project execution plans and develop schedules and guidance for implementation of projects ranging in size and complexity.

+ Create organizational structures to perform operations and maintenance functions on various projects.

+ Integrate all O&M functions into a cohesive organization; anticipate customer needs and act quickly and accordingly.

+ Prepare and define data needed for graphical representations, including proposal charts and tables, drawings, photo evaluation, callouts, matrices, etc.

+ Develop Statements of Work (SOW) for subcontracted services (e.g., labor, materials, and equipment).

+ Evaluate pre-solicitations, technical exhibits, and requests for proposal (RFP); prepare questions for clients addressing RFP and technical exhibit inconsistencies.

+ Participate in proposal review teams as a subject matter expert.

+ Perform functional research and describe operational solutions clearly in proposals, including innovative methods, differentiators, and best practices/approaches that frame winning submissions.

+ Other duties as assigned.

Basic Qualifications

+ Undergraduate degree and 12+ years of facility maintenance experience, including 5 years in management.

+ Active Top Secret (TS) Clearance or ability to obtain.

+ Valid US Passport

+ Proficient in MS Office Suite, MS Project, and similar software applications.

+ Experience with Lean Six Sigma or Quality Management techniques and processes.

Preferred Qualifications

+ 5 plus years demonstrated experience employing a Computerized Maintenance Management System (CMMS) such as Maximo or equivalent to initiate, plan, schedule, execute, and complete work or job orders.

+ Lean Six Sigma Certification

+ Experience using RS MEANS.

+ Expertise in utilities, particularly in electrical and power generation.
